This beautiful tulle skirt is the perfect underwear as outerwear piece! This petticoat style black midi has a dropped waist and the sweetest black polkadot top layer of fabric. The skirt is lined and zips up in the back. This piece seems to be from the 1980s or possibly earlier. You could easily style this flouncy skirt for a fancy event or for everyday wear!
